Plumbing in Stilwell and Unincorporated Johnson County: Permits, Water and Septic

Stilwell isn’t an incorporated city, and that changes a few things about plumbing work. Permits come from Johnson County rather than a city hall, water can come from more than one provider (or a private well), and some homes are on septic instead of public sewer. Here’s what applies and how to check your own address.

Who issues plumbing permits

Johnson County Building Codes issues permits for unincorporated Johnson County (913-715-2200, option 1). The county’s address search confirms whether a property is unincorporated. Contractors must hold a Johnson County contractor’s license, and residential plumbing, mechanical, electrical and roofing permits can be approved by an inspector without a plan-review fee.

Plumbing inspections for permitted work typically include rough-in, underground (if applicable), above-ceiling, gas (if applicable) and final.

ZIP 66085 covers both Stilwell and part of far south Overland Park. Addresses inside Overland Park city limits follow the city’s rules instead, so check the address before assuming.

Where your water comes from

Sewer or septic?

Johnson County has roughly 9,000 private sewage (septic) systems. New systems, repairs and replacements are permitted through the Johnson County Department of Health and Environment’s residential on-site program, starting with a soil profile analysis (JCDHE). Septic pumping is a separate trade from plumbing; a plumber handles the drain lines in and out of the house.

Homes converting from septic to public sewer may qualify for JCW’s Street Restoration Program if the new connection runs under a paved public street (JCW).

Signs a backup is a septic issue rather than a clog: slow drains throughout the house, gurgling, odors outdoors near the tank or field, or wet spots over the drain field.

Newer homes, bigger lots

Census estimates for ZIP 66085, which covers Stilwell and the far south of Overland Park, put the median home at 2002, with 53.3% built in 2000 or later and 18% from 1960–1979. Longer runs from the street, wells and pressure tanks, and outbuildings with water lines are more common than in town.
